PSP homebrew developer Xeeynamo has released smallHex v1.3. It's basically an application that allows you to tweak some files in binary mode. It's got the rudimentary functions of any hex editor out there, neatly packed into one tiny (but still quite powerful) homebrew app. Oh, and the GUI is done in DOS. Nothing wrong with retro! smallHex v1.3 changelog:
