Oh, arriving "shortly", was it? Well, the definition of time seems to be a relative thing, but it doesn't matter now: the new PSP firmware 5.02 has just been released. In Japan. According to (Google's impeccable - hah, sarcasm - translation of) the PlayStation Japan website, PSP FW 5.02 has the following changelog:
We've yet to hear from SCEA; last we heard was that Eric Lempel announced it was coming in soon. With Japan's new FW rolling out now, we can expect this baby to hit US/EU in a few hours... or tomorrow... or whatever relative definition you have for "shortly". *Update* Ok now that was short. Turns out we didn't have to wait too long for this FW update to roll out elsewhere. Yeah, so as PinCushion in our comments section points out, PSP FW 5.02 is now also found via the PlayStation UK site. Now we can double check on the changelog (and the translation): New or revised features in system software version 5.02

i dont get it...japan makes a handheld console for us to enjoy but keep the goodies ( go view..go cam & one seg t.v. tuner ) for themselves :( greedy bastards...meanwhile were stuck with half ass homebrews...i just dont get it :(

Ok, so i wasn't first. And, yeah you're right. . . Hey have you ever tried faking the region on your psp. If you fake it to europe you can get go! messenger at least. I wonder what happens if you set it to fake japan. I wonder if there is an english setting. I'm gonna go try that. . . .

uses english as language, O for enter and X for cancel.
no Go messenger, instead we have playstation spot (free wifi when near a ps3 demo kiosk) and the 1seg tv option (you must buy the tv addon to use this).
if you wanna see for yourself just enter recovery menu and fake the region to japan, then set language to english (if it is not).

Can only be used in Japan and I think San Diego cause those are the only places with over the air broadcast signals that the tuner supports. I don't know why they didn't add Go Messenger to America but I guess its because almost no one uses it here but it wouldn't take much work to add it whether or not someone uses it.

They'll just be cutting off analog broadcasts in February 2009 for a majority of networks. You can't use the 1seg tuner in the US. Different countries use different standards for digital TV broadcast. North America uses ATSC, Japan uses ISDB and Europe has DVB-T.
While I'd love to have something similar to the 1seg tuner, I don't know how complex or how large the tuner is going to be.
In Japan, the 1seg tuner is receiving broadcasts made specifically for mobile devices. They released the 1seg tuner because the content is already there.
In the US, the only mobile broadcasts I know of are used in conjunction with cellular networks. If you want regular over-the-air channels (e.g. ABC, CBS, FOX, NBC), the add-on hardware will have to double-duty as ATSC tuner and converter to downsample 1080i/720p HD broadcasts to a format playable on the PSP (likely 480p). I somehow doubt the PSP has the necessary horse-power to convert HD material to SD in real-time.

» Wishful Thinking
The U.S. doesn't have anything comparable to 1Seg including DTV. It would be a good decision to make a DTV tuner because there are going to be a lot portable TV's that aren't going to work any longer, but Sony will just keep the U.S. on the back burner like always.
