this is a case of a total noob!!! but if the noobasaurus updated with the us firmware it should have popped up cuz when u have a us psp and use a other countries update(besides korea) u get the features they have ie playstation spot and that other pos stuff from like japan, unless skype is region locked to where no matter what country your psp is from it wont work unless you have the correct update fro your psp country.

For one thing I'm quite sure my little brother could muster up better grammar than you...spelling too. Don't get too *****y about your typing.
And another, don't call the guy a complete noob...He highlighted an issue that could affect hundreds if not thousands of PSP owners, and the region of the update doesn't usually matter.
Well I Updated my PSP after reading through the whole User Agreement.
In the aggreement it does not list the PSP-2000 or PSP-2009 units.
The update I used is the North American version/release.
I hoped this helped some people. :-)
Also this update includes Go! Messenger which everybody seems to have neglected to mention or I just repeatedly missed.
My PSP is a US-region PSP and there's no Go! Messenger icon anywhere.
Yes, there are settings in the registry, but I can't find anything else.
Mine is Aust PSP (PSP-2002) with North American Update(I got it a PSP-hacks.com)
The icon is the very bottom one under network.
When I select it it says
"there is no software availible for this application...... blah blah.....

I would try it out but I unfortunately do not have access to a wireless access point + PS3 doesn't work as a wireless access point with internet connection. atleast I can't get it to :(

why would anyone update to a non custom firmware again?
Well I did it so see for myself how well skype works, and I have multiple PSPs.
I have a Japanese PSP and looked the problem up. Turns out that there weren't enough headphones avalible in Japan at the current time so they held back the release for the Japanese Skype. The NA and European releases were unaffected by this however. But that just sucks for me.
The actual update eboots that are released for the different regions (at least for US and Japan) are the same bit for bit. What accounts for the difference is the region coding inside the PSP itself.
If you update a Japanese PSP with a US update eboot, you'd still get OneSeg and PlayStation Spot. If you update a US PSP with a Japanese update eboot, you'd still get Skype.
So far, region-coding hacks are mostly cosmetic. If you've got a Japanese PSP, then you're going to have to wait for either homebrew (application or CFW), a new firmware update from Sony or a fully working region-code hack. That or buy a new US PSP Slim.

this is a rare occasion where a feature doesnt show up on a specific region psp.
previously american psp also gets icons for OnesegTV and Camera even though the hardwares for it was not yet released on US.
so in short i have doubt in the blog mentioned above, unless he can prove it with pictures showing his japanese psp with no skype icon on 3.9 firmware.
at the end of it all, i will never update my japanese psp with a non custom firmware, nor customs ones not made by DA.

It seems you don't have a phat Japanese PSP then. From firmware 2.00, the Japanese PSPs had a Portable TV icon at the bottom of the Network menu. They had it was replaced with Playstation Spot. Another thing that you might not have noticed in more recent firmware, when setting up wifi, Japanese PSPs have the Playstation Spot in the "Use Wireless Hotspot" option while US PSPs have T-Mobile.

OneSeg and PSSpot showing up on US PSPs was a fluke on Sony's part. One that Sony fixed with a firmware update, as I recall. Besides, the US will never get the OneSeg tuner since OTA digital TV broadcast in the US is ATSC. As for the camera, you can import one and it will work with your PSP. Obviously, Sony didn't mean for it to be region specific. Same with the GPS. You can probably import the TV tuner, too, but that won't do you any good unless broadcast in your country is via ISDB.
There's already Skype support in 3.90 for Japanese PSPs. Icons for Skype could probably be found in the RCOs, too. Sony Japan just chose not to display it.
Albeit, I use homebrew apps far too much that updating to official firmware to be able to use Skype in the few places that have free wifi is just not worth it.
