It doesn't matter who is to blame for the CONSTANT lack of support and late releases. Even if "Joe Bloggs down the road" is to blame, the END RESULT is still the same: PS3 owners of Europe are always getting a raw deal, compared to the other regions.
All I know is (and Bomberman is just one example of what seems like an endless list), it's been on the 360 forever, the Wii, DS and PSP has it too. Even the iPhone has a few versions of it. It took long enough to come out on the PS3 in the US as it was, and yet here Europe is again, waiting patiently for its release.
I presume you are aware of what happened with the European release of SSF2 HD Remix, for example, aren't you? You either are not aware, so in no position to comment on this subject, or you are aware, and are too dumb to acknowledge the problem, and so again, in no position to comment on this subject.
Would you still get in a particular make of plane if it kept falling out the sky? What if it turned out it wasn't the manufactures' fault, it was actually cheap fuel that certain airports used? Would you get on it then - even if the said airports continued to use the fuel? Of course not.
I for one, would not feel any comfort in the blameless manufacture, as I'm hurtling towards the ground. The end result would still be the same, regardless of blame.
I would actually be MORE stubborn if I was a fanboy and blindlessly gave my money to Sony for another generation, without analysing how this one has gone.
Just log into the EU PlayStation forums to see the extent of this problem.
Think about what you're typing before trying to make wise comments.

why does EVERYONE think their getting a raw deal? there are tons of AMAZING japanese games, they stay in japan... maybe there is more to it, than just simply them not releasing it... i mean i want Dark Mist, and the Themes *dark mist EU/JP only, themes JP only* but i made my peace with it, there are several things like Hudson sees bomberman as a lower selling game in EU, so slower release, or too poor to release, and YES as the lang guy said, they do have to add those... some companies put in them all, for a broad release most dont...
but if you REALLY want it, just buy a US/JP card, and then make a US/JP account and buy it... their not region locked so you can just get it like that + or via trading

The problem with Europe is that there are many countries part of it. We have more languages and more stores. Since SCEE does a store for each country and their language, the content must also be localised to meet it.
In addition to languages, there are also the variety of laws SCEE has to work with.
SCEA has fewer languages (if any) to localise content for. Thus they have swifter releases with a lot less hassle.
It is unfair but SCEE likes to keep the whole of Europe happy by not playing favourites with particular countries. It could be handled better, not saying it couldn't, but there is a lot more to it then clicking the "upload" button. XD
