I've been using this for two days and my experiences have been nothing but positive. Chrono Trigger which once would really obviously slow down when entering and exiting battle is now super smooth (with AUTO frameskip on) and Earthbound is mind blowingly perfect.
This IS worth the download.
The QJ article does not mention the fact that the developer Ruka has over 30 versions of this emulator on his website and also doesn't mention which one they are posting (I'm using 32, the most recent). If someone would maybe like to compare results with a couple different builds of it it might be really helpful.

I just did a checksum on the version available here and it matches version 32 on that site.
Surprising that no one noticed Ruka's work before.
It's great, the only complaint I have is the number of frames being drawn in the top left corner. I can't get rid of it.

It should be obvious this means that Ruka requests the ++ beta builds not to be re-distributed (his english is still better than my japanese).

It was unreleased, but a rom of the beta version is floating around the internet.
Please remove your download of this beta build. Ruka specifically stated in the readme that he does not want the files to be re-distributed.

is sleep mode fixed in this one? it's the only thing keeping me on the non-ME version.
I haven't tried it yet, but you could just quickly savestate and turn the thing off if it doesn't work.
Super Mario RPG works perfectly, even in battles. This emulator is definitely recomended.
I tested Contra, Mortal Kombat, Donkey Kong Country and CastleVania 4 and they all worked perfectly with auto-frameskip on.
How did you get SMRPG to work full speed in battle? I got the game to run great, but it slows down to unplayable once more than 3 characters are on the screen, or it enters battle.

How can i format the eboot on Ruka's website to work under 3.10 or 1.50 kernel on a 3.10 OE-A' PSP?

Don't copy and paste it over the old one. Delete the old SNES9xTYL folder and cut and paste the new one into GAME150. Or just keep them both on your memory stick at the same time.

Can anyone give me EXACT details on how to get it at a very good, if not perfect, playing speed?
Basically, you just need to switch from Frameskip:0 to Auto Frameskip. Most games run fine with it on.
Also, it helps if you use an updated snesadvance.dat file. The one included in the last SNES9xTYL was over a year old. Go here to download a recent one:

Download and put that in a folder named DATA in the emulator folder.
It does not write to the flash, so how can it even brick your PSP?

I have 2.8 firmware and im using e-loader, first I tried replacing the old eboot in the snestyl emulator with the number 32 build and after the emulator acting like if it's gonna run the screen turns black. Then I tried removing the Snes tyl folder and putiing the new eboot in the game folder inside a homebrew folder (so the e-boot can be reconized) but after trying to run it the same thing happens. Help?

emulation is a bit better in some aspects, but the menus tend to have problems. I could deal. This version also seems to leave 2 to 3 numbers in the top left corner of the screen which don't seem to be removable. I'm sticking with the old 4.2 for now
The sound bug from loading states seems to have gone in my testing so far. For anyone who thinks there is no performance increase with this version I recommend you try games with 0 frame skip and maybe you will see. Hell I even have Vsync enabled for some games and this is known to cause slow down. I also have an up to date snesadvance.dat.
